    According to Section 22 of the Hong Kong Road Traffic Ordinance: All types of mechanically propelled vehicles require licensing from the Transport Department and Section 49 : Drivers must obtain the relevant appropriate driving license. Electric scooters, electric skateboards, small electric vehicles, solar tricycles and electric balancing vehicles are all included in mechanically propelled vehicles. As long as the relevant electric mobility tools are not registered and licensed, or the driver does not have relevant license plates, using these new technologies on the road will violate road traffic regulations. In summary, under Hong Kong law, electric self-balancing scooters can only be used in private settings for the time being, and permission from the venue owner or management unit is required.
